Civilian Aide to the
Secretary of the Army
Mr. Robinson recently retired as Principal Counsel to Maryland Department of General Services. He is admitted to practice before the U.S. Supreme Court, Maryland Court of Appeals, U.S. District Courts, and the Florida Supreme Court. He is a member of National, American, and local bar associations and their committees, and a member of the Board of Directors of several public service organizations. Mr. Robinson is married to Kathy.
Mr. Robinson is a distinguished Military Graduate of Morgan State University (1967) and a 2007 inductee into the ROTC Hall of Fame. His graduate education includes matriculation in the Master’s program in the University of Southern California School of International Relations and Studies (1977-79); Master of Science in Business Administration from Boston University (1979); Master of Science in Business (Procurement and Contract Management) from the Florida
Institute of Technology (1980) and Juris Doctorate from the University of Florida College of Law (1993). He is also a graduate of the U.S. Army Executive Leadership Program (1979) and Command General Staff College (1983).
Served on active duty with the United States Army, retiring with the rank of major. His awards include the Defense Meritorious Service Medal, Defense Joint Service Commendation Medal, Army Meritorious Service Medal, and the Army Commendation Medal (2 Awards).
From 1997-2007, served as counsel to the Governor’s Commission on Seasonal and Migratory Workers, the Governor’s Commission on Hispanic Affairs, and the Governor’s Commission on Asian-Pacific Affairs. Maryland Assistant Attorney General (1997-present); Deputy Counsel, Maryland Department of General Services (2007-2011); Principal Counsel Maryland Transit Administration (2001-2013).
MEMBERSHIPS AND OTHER AFFILIATIONS
MILITARY: Life Member of Morgan State University ROTC Alumni Chapter; Life Member AMVETS, AUSA (Francis Scott Key Chapter) and member of American Legion and Founder and Co-chairman of Veterans Affairs and Military Law Committee of the Maryland State Bar Association. Member of Character Committee of State Board of Law Examiners.
CIVIC: Paul Thompson Memorial Award (2015); He is a Life Member of Morgan State University Alumni Association; Baltimore City College Alumni; Kappa Alpha Fraternity. He is an Elder of Western Presbyterian Church and Chair of the Finance Committee.
AWARDS AND RECOGNITIONS
He received the Attorney General’s Exceptional Service Award in 2002, Public Service Award in 2004 and the Maryland Meritorious Civilian Service Medal in June 2008.
